What is the Zambia Devolution Support Programme (ZDSP)?

The Zambia Devolution Support Programme (ZDSP) is a USD 210 million government programme designed to support the implementation of the 2023 Decentralisation Policy and its Implementation Plan (2023–2027). It focuses on strengthening the financial and institutional capacity of Local Authorities across the country so that councils like Kasenengwa Town Council can plan, finance and deliver services closer to the people.

Through devolution, more functions, funding, and technical staff are being transferred to councils, enabling Kasenengwa Town Council to respond faster to local needs, improve service delivery and increase citizen participation in development.

What conditions must Kasenengwa meet to access ZDSP funds?

To qualify for ZDSP grants, Kasenengwa Town Council must meet specific minimum conditions, including:

  • Submitting audited Annual Financial Statements for the previous year to the Auditor General by 31st March of the current year.

  • Maintaining no adverse or disclaimer audit opinion from previous audits.

  • Ensuring key staff are in place, including the Council Secretary, Finance Officer, Procurement Officer and Planning Officer/Engineer.

  • Having an active Procurement Committee that reviews contracts before they are awarded.

Meeting these conditions demonstrates that the Council is ready to manage public funds responsibly and transparently.

How will ZDSP improve services and accountability in Kasenengwa?

By increasing capital funding and strengthening systems, the ZDSP helps Kasenengwa Town Council to plan better, invest in essential infrastructure, and report clearly on how funds are used.
