The Department of Human Resource and Administration is responsible for managing the council's most valuable asset - its people. The department oversees all aspects of human resource management including recruitment, training, performance management, employee relations, and welfare. Additionally, it handles administrative functions that ensure smooth operations across all council departments.
The department coordinates human resource planning, recruitment and selection, training and development, performance management, employee relations, compensation and benefits administration, as well as general administrative services including records management and office administration.
The Human Resource Section is responsible for managing the entire employee lifecycle from recruitment to retirement. This includes workforce planning, talent acquisition, onboarding, training and development, performance management, compensation and benefits administration, and employee relations.
The Administration Section provides support services to ensure smooth operations across all council departments. Key functions include records management, office administration, facilities management, and coordination of administrative processes to enhance efficiency and service delivery.
The Registry Section is responsible for the efficient management of council records and documents. This includes receiving, recording, filing, retrieving and dispatching all official correspondence in accordance with established records management policies and procedures.
The Committee Clerk Section is responsible for the efficient administration of council committee meetings. This includes preparing agendas, recording accurate minutes, maintaining committee records, and ensuring follow-up on committee resolutions and decisions.
The Stenographer Section provides professional shorthand writing and transcription services for council meetings and official correspondence. This includes taking verbatim notes, preparing accurate transcripts, and maintaining confidentiality of sensitive information.
