Our Mandate

Kasenengwa Town Council carries out the following mandate:

1. Functions of Local Authorities (Councils)

The Council derives its mandate from the Local Government Act which lists the following as overall functions of Local Authorities:

  • 🔹 Maintain law and order and effective administration of Local Authorities to ensure national security
  • 🔹 Control the keeping and movement of livestock, slaughtering of animals, and sale of meat
  • 🔹 Enforce disposal of diseased carcasses or unfit meat
  • 🔹 Take measures for storage, market, preservation of agricultural produce, and prevent soil erosion
  • 🔹 Control petroleum, fireworks, gas, and dangerous substances
  • 🔹 Construct and maintain roads, bridges, watercourses, and remove obstacles
  • 🔹 Maintain sanitation and drainage systems
  • 🔹 Register births, marriages, deaths, and enumerate property
  • 🔹 Establish and maintain schools, colleges, and nurseries
  • 🔹 Promote community participation in development
  • 🔹 Provide street lighting and public safety lighting
  • 🔹 Offer firefighting and fire prevention services
  • 🔹 Control production, storage, and sale of food and alcohol
  • 🔹 Regulate land use and construction standards
  • 🔹 Demolish unsafe buildings and non-compliant structures
  • 🔹 Maintain public amenities such as parks, gardens, and open spaces
  • 🔹 Operate hospitals, clinics, and health services
  • 🔹 Provide cemeteries, crematoria, mortuaries, and burial services

  • 🔸 Financial strength determines the scale of service delivery
  • 🔸 Decentralization empowers councils with authority, responsibilities, and resources

3. Resources Accessed by Local Councils

  • 💰 Access to resources depends on each council’s income sources
  • 💰 Small councils may have budgets as low as K2.2 billion annually
  • 💰 District councils receive annual grants for capital projects
  • 💰 Cities are encouraged to generate revenue through local taxes and property rates

4. Credibility of Councils in Governance & Service Delivery

  • 📜 Councils are legally established as corporate entities by an Act of Parliament
  • 📣 Operate as agents of the Central Government in driving social, political, and economic development
  • 🗳️ Councils are formed through local democratic elections to make policy and represent residents
  • 🏘️ Any resident can run for councillor to represent their ward
  • 🗂️ Citizens participate in bottom-up decision making via elected councillors
