About Kasenengwa Town Council

Kasenengwa Town Council functions under the jurisdiction of the Local Government Act. This legislation provides for the establishment of all councils and local authorities in Zambia. Specifically, Part II of the Act provides for the formation of City, Municipal, and Town councils, while Part III outlines the roles and responsibilities of local authorities. In this regard, Kasenengwa Town Council derives its mandate from the same legal framework to govern, plan, and deliver services within the district.

 

Service provision, socio-economic development, and safeguarding the welfare of the residents of Kasenengwa remain the key themes that guide the Council as it executes its duties and mandates. The Council recognises that, over the years, one of the contributing factors to slow development and low compliance with local authority guidelines has been gaps in timely information sharing between citizens and the local authority.

 

To address this, the Council is committed to strengthening community engagement through an open-door policy, transparency, and continued use of digital technologies as a catalyst for inclusive development and improved service delivery.

Kasenengwa Town Council operates through departments under which various public goods and services are provided to the communities. These departments support governance and administration, human and social development, public health and safety, infrastructure development, and socio-economic growth across the district. The departments include Finance, Planning, Engineering, Housing and Social Services, Public Health, Human Resources and Administration, Agriculture, Fisheries, Livestock and Veterinary Services, Community Development, and Social Welfare.

Governance

The Council

According to Article 153 of the Constitution of Zambia No. 2 of 2016 the Council shall consist of:

  • Elected councillors in the district,
  • Mayor or Council Chairperson
  • Not more than three (3) chiefs representing Chiefs in the district, elected by the chiefs in the district.

Management

The Council Chairperson

The Council Chairperson is elected directly, in accordance with the Constitution, during elections for Councillors, for a term of five years, and may be re-elected for one further term of five years. The Deputy Council Chairperson is elected by the Councillors from amongst themselves. 

 

The Council Secretary, and Other Staff


The day-to-day administration and service delivery of the Council is under the leadership of the Council Secretary, who is the Controlling Officer and overall head of the local authority. Working under the Council Secretary, the Council Secretary serves as the Chief Executive Officer responsible for the daily operations of the Council. The Town Clerk is supported by Heads of Department responsible for the Council’s departments, namely: Director of Finance, Director of Planning, Director of Engineering Services, Director of Housing and Social Services, Director of Public Health, and Director of Human Resources and Administration. The appointment of all staff at the Council is done by the Local Government Service Commission, and all local authorities are supervised by the Ministry of Local Government.

With the implementation of Devolution, the operation of the Council has grown from the traditional six (6) directorates to accommodate expanded responsibilities and additional departments. In total, the Council now operates through eleven (11) departments which include:
